The first closing date for applications was in November 2008, to allow visits to begin at the start of the contract in January 2009.

Up to the end of Year 2, applications had been received from 33 of the 39 eligible countries. No applications had been received from Cyprus, Estonia, Iceland, Liechtenstein, Luxembourg or Malta, all of which are eligible for the programme.
